length in relation to the conditions of the

school concerned, and even so he will probably

fail to make the position intelligible to any

one who is not prepared to spend as much time

as he himself upon the subject. I have there-

fore endeavoured to simplify matters by adopting

a different principle. I have grouped similar

schools under one head and have made estimates

for the Staffs required by each group. "Other

Charges" can be treated in the same way. (Though

lumped together in the Estimates the various

items such as "Furniture" will be kept separate

in the departmental records. The rivalry that

existe between schools will prevent any danger

of one school absorbing more than its due

share).

IV EMPLOYMENT OF WOMEN TEACHERS

Experience has shewn that trained women

teachers can teach Chinese boys up to the age

of 16 or over without any difficulty as regards

discipline; and that their results with Chinese

beginners are probably better than those of men.

Their weak points are: their services are lese

certain owing to reasons of health, and the

possibility of their relinquishing their work

on marriage; they can be of little assistance

with the games; they are not capable of acting

as Heads of Schools for Boys.
